Basis for the tender: Order No. 1-29/06/26 of the Executive Director of the ALI dated June 29, 2026, and Minutes No. 1-30/06/26 of the ALI Tender Committee dated June 30, 2026.

Project under which the procurement is being conducted: “Reinforcing EU Dimension of Ukrainian Civil Service in Law-Making, Judiciary, Finances,” funded by the Swedish International Development Cooperation Agency (SIDA).

Information about the Procurement Item

The scope of Services is determined by the attached Terms of Reference approved by the State Judicial Administration of Ukraine.

Location and Duration of Services: Kyiv, Ukraine. August 2026 – February 2027.

Requirements for tender participants and submission of bids

Requirements regarding eligibility to provide the relevant services, qualifications, and experience:

  • be a registered legal entity;
  • be authorised to carry out the activities specified in the terms of reference;
  • have team members who are fluent in Ukrainian to ensure effective communication with the beneficiaries of the software being developed, the team providing comprehensive support for the UJICS development, and the Customer;
  • have proven prior experience in providing similar or comparable services, including the completion of projects, taking into account the criteria for evaluating bid proposals set forth in the notice of this tender;
  • have appropriately qualified personnel capable of ensuring compliance with the Terms of Reference.

Value Requirements. A potential supplier should share ALI’s values, as reflected in the attached draft contract.

Requirements Regarding Legal Capacity and Reputation:

  • no court ruling declaring the procurement participant bankrupt; no infringement by the participant of intellectual property rights; no finding that the procurement participant’s officials are guilty of fraud, corruption, money laundering, terrorist financing, human trafficking, or the use of child labor;
  • the absence, during the two years preceding the publication of the tender information on the ALI’s official website, of any court decisions terminating agreements or contracts with the tender participant;
  • the absence of any court decisions or ongoing legal proceedings regarding the collection of debts, including tax debts, from the procurement participant;
  • by submitting a bid to participate in the tender, potential service providers certify that they are not entities registered in the Autonomous Republic of Crimea, the city of Sevastopol, certain districts of the Donetsk and Luhansk regions, or other territories designated by Ukrainian law as temporarily occupied territories of Ukraine (hereinafter “TOT”), the Russian Federation and the Republic of Belarus, or legal entities established as a result of the Russian Federation’s attempts to extend its legislation to the TOT, entities operating from the TOT, the territory of the Russian Federation, and the Republic of Belarus, or entities residing in the aforementioned territories at the time of submitting a commercial proposal.

Documents to be submitted as part of the bid:

  • a completed bid application form (as per the appendix to this Announcement);
  • copies of the founding documents (as currently in force), an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations (USR), and a copy of the order or minutes appointing the head, certified in accordance with established procedure, and, if another person is authorised to sign the contract on behalf of the legal entity, a notarised power of attorney to perform such a legal transaction. Signing the contract following the tender results by another authorised person is possible only on the basis of an extract from the Unified Register of Powers of Attorney, notarised as of the date of signing the contract, certifying the validity of the aforementioned power of attorney;
  • certificate of bank account(s) opened;
  • extract from the VAT Payers Registry (if registered as a VAT payer);
  • summary of the participant’s team responsible for implementing the Terms of Reference;
  • documents, materials, or copies thereof that confirm the participant’s qualifications, experience in performing similar contracts, and business integrity (letters of recommendation, testimonials from entities to which similar services were provided; documents confirming the acceptance and delivery of services; any other relevant documents);
  • technical proposal — a document describing how the company plans to implement the technical requirements (including a description of the solution: the description format is at the company’s discretion, ranging from text descriptions and UML diagrams to system mockups; a more detailed description of technologies: frameworks, libraries, etc.; and the solution architecture). The winning bidder’s technical proposal will form part of the contract concluded with them;
  • project proposal — a document containing a cost estimate for the project to implement the technical requirements, the development methodology, and the timeline for developing the information technology solution;
  • a document confirming the authority of the individual to act on behalf of the procurement participant (if necessary);
  • other documents and/or information that the bidder deems necessary to submit.

The language in which the tender proposal documents must be prepared is Ukrainian (except for non-resident participants).

If a tender participant submits documents confirming the participant’s qualifications and/or experience, such documents may be submitted in Ukrainian and/or English. Documents written in other languages must be accompanied by a translation into Ukrainian, and the translation (or the authenticity of the translator’s signature) must be notarised or legalised in accordance with the procedure established by Ukrainian law.

Terms of Cooperation: The Supplier operates independently and is not subject to an “employer-employee” relationship, nor is the Supplier a partner, joint venture, or agent of ALI. The service provider is solely responsible for reporting income and for any non-payment or late payment of taxes and fees in accordance with the provisions of Ukrainian tax law.

Terms of Payment for Services: Non-cash payment in accordance with the terms of the agreement.

Submission and Review of Bid Proposals

Submission method and deadline: Send an email to tender@parliament.org.ua (subject line: “UJICS: Development of Core Services”) by 6:00 p.m. on August 14, 2026.

Deadline for submitting requests for clarification of the provisions of this Announcement: by 6:00 p.m. on August 8, 2026.

Place and date of the tender committee meeting to evaluate the submitted proposals: tentatively August 18, 2026, at the Customer's legal address or online.

Criteria for the evaluation of proposals by the tender committee:

1.     The service provider’s capabilities and prior experience 0 to 20 points, including:

1a. Experience in executing contracts (projects) that are analogous or similar in scope of work and complexity:

  • none — 0 points;
  • 1 to 4 projects — 1 to 4 points, respectively;
  • 5 or more projects — 5 points;

1b. Experience with completed projects for government institutions, as evidenced by acceptance and transfer certificates or other supporting documents:

  • none — 0 points;
  • 1 to 4 projects — 1 to 4 points, respectively;
  • 5 or more projects — 5 points;

1c. Experience in implementing projects involving the establishment of restricted-access areas for official use only, secret, top secret, of special importance:

  • none — 0 points;
  • the project was related to this field — 1 point;
  • at least one project directly implemented in this field — 2 points;
  • 2–3 such projects — 3 points;
  • 4–5 such projects — 4 points;
  • more than 5 such projects — 5 points;

1d. The team’s qualifications for implementing technical requirements: 0 to 3 points, where 0 indicates complete non-compliance and 3 indicates full compliance with the criterion;

1e. Positive reviews from previous customers:

  • none — 0  points;
  • present — up to 2 points (points are allocated proportionally to the largest number of reviews).

2.     Quality of the technical proposal 0 to 25 points, including:

2a. Completeness (the extent to which the proposal covers various aspects of implementation) — 0 to 5 points, where 0 indicates complete non-compliance and 5 indicates full compliance with the criterion;

2b. Clarity (unambiguity of the implementation description) — 0 to 5 points, where 0 indicates complete non-compliance and 5 indicates full compliance with the criterion;

2c. Compliance with functional requirements — 0 to 6 points, where 0 indicates complete non-compliance and 6 indicates full compliance with the criterion;

2d. Compliance with non-functional requirements (excluding cybersecurity) — from 0 to 6 points, where 0 indicates complete non-compliance and 6 indicates full compliance with the criterion;

2e. Consideration of security requirements — from 0 to 3 points, where 0 indicates complete non-compliance, 1 indicates the minimum necessary compliance with technical requirements; 2–3 points indicate additional security measures beyond those established by the technical requirements.

3.     Quality of the project proposal — 0 to 15 points, including:

3a. Detail and balance of the project cost (realistic allocation of roles and time, cost of various services relative to their complexity) — 0 to 5 points, where 0 indicates complete non-compliance and 5 indicates full compliance with the criterion;

3b. Development methodology (presence of clearly described work phases, the logic of their sequence, application of modern project management methodologies, and justification for their selection) — 0 to 5 points, where 0 indicates complete non-compliance and 5 indicates full compliance with the criterion;

3c. Schedule (realistic nature, consistency with the architecture for implementing technical requirements, justification for deviations from the expected timeline for implementing technical requirements, etc.) — from 0 to 5 points, where 0 indicates complete non-compliance and 5 indicates full compliance with the criterion.

4.     Price of Services, UAH: 0 to 40 points.

The lowest price will be awarded the maximum number of points; the scores of other participants will be calculated in proportion to the lowest price.

A bid with an abnormally low price (twice or lower than the expected procurement cost without a corresponding justification) will result in a score of 0 points for the price criterion. For reference: the expected procurement cost is approved by the tender committee as a guideline for the Contracting Authority and is used to evaluate tender proposals. It is not disclosed.

Overall evaluation of the proposal: 0 to 100 points.

A score of less than one point for any of the evaluation criteria or subcriteria will result in the rejection of the bid.

Scoring for each criterion will be conducted by members of the tender committee. The overall score for the tender proposal will be the average score given by the members of the tender committee. Subject-matter experts will be consulted by the tender committee during the evaluation process.

The timeframe within which the contract with the winning bidder must be concluded and signed: no later than ten business days from the date the Executive Director of the ALI approves the minutes confirming the winning bidder.

Grounds for declaring a tender void: the absence of or an insufficient number of bids; or if the bids submitted by all tender participants do not meet the requirements of the tender documentation; or if all tender participants have proposed prices that are higher than market prices for similar goods, works, or services; or if they exceed the Customer’s budget for the relevant procurement; and no agreement was reached during negotiations with representatives of the bidders regarding a corresponding price reduction.

Grounds for denying admission to participate in the tender:

  • failure to submit originals and/or copies of documents, as well as other information, the submission of which is required by the tender documentation; the presence in such documents of inaccurate information about the tender participant or the subject of the procurement;
  • the bidder’s failure to meet the requirements set forth in the tender documentation;
  • the bid application’s failure to meet the requirements set forth in the tender documentation;
  • the presence of an individual in registries, lists, or directories of persons subject to sanctions regimes and restrictions imposed by Ukraine, the EU, the U.S., the United Kingdom, the UN, etc.;
  • the occurrence or detection of: a conflict of interest on the part of a bidder, including attempts to influence the selection process or obtain confidential information about the Contracting Authority that would give the bidder an advantage; infringement of intellectual property rights; informal collusion with other market participants resulting in a distortion of competition;
  • the bidder is a state-owned or municipally-owned legal entity.

Information for Non-Resident Participants

1. Upon written request to tender@parliament.org.ua, a non-resident participant will be provided with a translation of the tender documentation into English.

2. A non-resident participant may submit a bid in English.

3. If the documents required by this Announcement are not provided for by the laws of a foreign country, the non-resident participant shall submit documents that are essentially equivalent to their Ukrainian counterparts. The Customer will provide guidance on the acceptability of such documents on a case-by-case basis.

4. A non-resident bidder must have a legal entity — a representative office in Ukraine — registered in accordance with Ukrainian law, and a bank account in a Ukrainian bank for payment of services.
