Protection of State Secrets on the Path of Euro-Atlantic Integration: Closed Discussion of the Green Paper at the Committee Meeting

The Agency for Legislative Initiatives presented the follow-up of the Green Paper on the Protection of State Secrets at a meeting of the Verkhovna Rada Committee on National Security, Defence and Intelligence

The presentation was attended by MPs, representatives of the Security Service of Ukraine, the Defence Intelligence of Ukraine, the Ministry of Defence of Ukraine, the National Police and research institutions.

They discussed the problems of regulating the protection of state secrets, the transformation of departmental approaches to the protection of state secrets, taking into account the experience of russia’s great war against Ukraine and cooperation with partners. Therefore, the discussion focused on the basic provisions of the Green Book on the implementation of international experience, approaches to the protection of classified information, as well as legislative initiatives in this area that the Committee is considering. 

Why is it important? This issue is relevant primarily because in 2020, Ukraine was granted the status of a NATO Enhanced Opportunities Partner, which implies deeper cooperation. The European integration process also envisages achieving interoperability of security systems for classified information with the EU, which has a similar security system for classified information.

“An integral part of Euro-Atlantic integration is organisational integration, which involves the use of similar tools, terminology, approaches and concepts. Therefore, this Green Paper is not only a public sector view of the system of protection of state secrets in Ukraine — it is open to the public side — but also an attempt to compare it with NATO's system of protection of classified information in terms of key security components. It is an attempt to improve the rules and procedures to ensure the integrity, accessibility and confidentiality of such information.”

The presentation took place as part of the “Parliamentary Accountability of the Security Sector in Ukraine” (PASS Ukraine) project, which the Agency is implementing in partnership with the Parliamentary Centre (Canada) in cooperation with the Verkhovna Rada of Ukraine and with the support of Global Affairs Canada under the Peace and Stabilization Operations Program (PSOPs).
