The mission of the School is to bring up, educate, and give intellectual and informational support, in addition to value orientation, for the Ukrainian network of leaders

The school brings together successful young people representing the political sphere and civil service, business, media community, jurisprudence, public activity and academic circles from all over Ukraine.

The main goal of the USPS is to attract young successful change agents who are geared towards personal development and who share European values so to build a civil society based on the principles of democracy, dignity, and the rule of law.

For more than a decade, the USPS has been building an intellectual environment for communication, exchange of ideas, and networking. The community of more than 380 alumni provides a communication platform that gives impetus to the implementation of joint projects and transformations necessary in our country. The USPS nurtures change agents who, in the course of their everyday work, will prove the effectiveness of civil society based on the principles of democracy, dignity and the rule of law.

The USPS is a joint program of the Agency for Legislative Initiatives and the Council of Europe, launched in 2005.
