Presentation of E-Tools for the Public in Mykolayiv

On November 21, 2016, the Reikartz hotel, Mykolayiv, hosted a presentation of new electronic resources that help make Parliament more transparent – the Portal for Public Discussion of Draft Laws and the Electronic Register of Non-Governmental Organizations (E-Register of NGOs).
Oleksandr Zaslavskii, Deputy Chairman of the Agency for Legislative Initiatives, said,

“According to the results of our study, 20 out of the 27 VRU committees cooperate with NGOs. Unfortunately, this cooperation is not systematic; information is often stored in different formats, in WORD, EXCEL or other files. Our task is to make a database interesting for NGOs. Hence the idea is to merge it with the Portal for Discussion of Draft Laws.”

Victoriia Baklazhenko, Project Manager of the Department of Parliamentary Reform of the Agency for Legislative Initiatives, explained how these resources could involve the public in discussing draft laws before they are submitted to specialized parliamentary committees and help to cooperate effectively with the committees. The Electronic Register of Non-Governmental Organizations (E-Register of NGOs), designed by the Agency for Legislative Initiatives, is already available online – http://ngo.radaprogram.org/
Participants took an active part in the discussion. They proposed to consider the issue, on the one hand, of how to engage citizens, including through the use of social networks, and, on the other hand, how to select effective comments and filter out possible ‘spam’.

By the end of 2016, the resources, already integrated into the Verkhovna Rada portal, would work in a test mode to troubleshoot possible problems.
